Why This Page Exists

Several claims on this site describe something that does not exist: no EPA approval, no ASHRAE designation, no UKAS-accredited certifier, no independent peer-reviewed validation, no verifiable manufacturing facility.

Negative claims are harder to defend than positive ones. Saying a document exists is easy. You show the document. Saying it does not exist requires showing what you searched and what came back empty.

This page documents exactly that. Every absence claim on this site links here. Every search has a date, a database, and a set of search terms. If you want to run the same search yourself and check our work, you can.

Our standard: no absence claim goes live without a documented search. The search is the citation.

EPA SNAP Approval Search

Result: No finalized rule grants SNAP approval to HCR 4141 for retrofit use in existing residential AC systems. EPA SNAP Rule 27, proposed in November 2025, covers HCR 4141 for new equipment only and has not been finalized as of this search date. (Rule 27) The retrofit prohibition established under SNAP Rule 21 (July 2015) remains in effect. (Rule 21)

ASHRAE Refrigerant Designation Search

Database: ASHRAE Standard 34 published refrigerant designations

Search terms used: "HCR 4141", "Eco Kold", "R-4141"

Result: No ASHRAE refrigerant R-number has been assigned to HCR 4141 or to the Eco Kold blend. ASHRAE Standard 34 assigns alphanumeric designations to refrigerants meeting standardized composition and safety criteria. The absence of a designation means HCR 4141 has not passed through that standardization process.

UKAS Accreditation Search

Result: The entity named as the issuer of certificate CE-4082 does not appear in the UKAS accredited body directory under any name variant searched. (CE-4082 certificate)

  • Panama Green Innovations S.A. is listed as SUSPENDED in the Panama public registry. (registry record)
  • BHCR Hq Inc. is registered at a virtual office address in Dover, Delaware. No manufacturing facility is listed. ( Delaware Division of Corporations )
  • No manufacturing facility records were found in any registry queried.

Factory-specific searches: US Customs import-export trade databases were queried for shipment records associated with HCR 4141 and Eco Kold refrigerant. No import records linking BHCR Hq Corp or its named affiliates to bulk refrigerant manufacturing or international shipment were found as of the search dates above.

Independent Lab Verification Search

Search terms used: "HCR 4141", "Eco Kold", "BHCR Hq", "hydrocarbon refrigerant 4141"

Result: No third-party AHRI, UL, Intertek, or TUV certification was found for HCR 4141 or Eco Kold. No peer-reviewed, independently replicated study supporting the 36 percent efficiency claim was found in any academic database queried. The efficiency data cited in BHCR marketing material originates from a single 2011 study conducted at the Technological University of Panama with an Eco Kold company representative present. (UTP study) That study has not been independently replicated in a peer-reviewed publication as of this search date.

Updating and Re-Verification

Search results are dated. Each absence claim on this site links to this methodology page, which records when each search was run.

Regulatory status changes. SNAP Rule 27 could be finalized. A manufacturer could seek and obtain AHRI certification. An ASHRAE designation could be assigned. If that happens, the claims tied to those searches will be revised.

If you believe new evidence has emerged since any search date listed here, the corrections process is at /corrections. Submit the primary source document. We review all submissions that meet our evidentiary standard within five business days.

Limits of Negative Evidence

Absence of evidence is not always evidence of absence. We document what we searched. We do not claim our searches are exhaustive of every possible registry or database worldwide.

There are specific gaps we acknowledge:

  • Private certification bodies not listed in public directories cannot be searched.
  • Non-public registries and internal government records not available to the public are outside our reach.
  • Foreign-language databases not indexed by OpenCorporates or equivalent aggregators were not searched.

Where BHCR Hq Corp may have made claims to private bodies or submitted documentation to non-public registries we cannot access, we explicitly note that gap. If such documentation exists and BHCR wishes to make it available, the corrections page is open to them.
